§ 38. When Ordinances Take Effect.

  • An ordinance enacted by the council shall take effect on the thirtieth day after its enactment. When the council deems it advisable, however, an ordinance may provide a later time for it to take effect, and in case of an emergency, it may take effect immediately. No ordinance shall bear an emergency clause unless it shall pass by a two-thirds majority of the council. The council shall be the sole judge of the existence or non-existence of the emergency.
