§ 2.36.170. Public members addressing the Council.

  • (A)

    Any person who may wish to address the Council may be asked to come to the podium and wait to be recognized by the presiding officer. After recognition, the person's name and address shall be stated for the record and the remarks shall be limited to the question under discussion.

    (B)

    All remarks and questions shall be addressed to the presiding officer and not to an individual councilor, staff, or other individual.

    (C)

    No person may enter into any discussion without first being recognized by the Chair.

    (D)

    Persons addressing the Council shall be limited to three minutes or less for general remarks, and five minutes or less when speaking as the representative for an item on the agenda, unless a longer or shorter time has been granted by the presiding officer and announced before the proceeding takes place.

    (E)

    No public member may speak twice on any one subject until every other public member wishing to speak has been heard. The second address shall be also limited to three minutes.
