§ 2.36.220. Council committees.

    (A)

    In accordance with the provisions of the Jacksonville Municipal Code, the Mayor at their discretion shall appoint standing committees and may also direct the Committee for Citizen Involvement (CCI) to convene special committees. If a Citizen Advisory Committee (CAC) is required to be formed it shall be charged with submitting suggestions to the Council or the Planning Commission as appropriate.

    (B)

    The Mayor shall also designate Council members to serve as liaison between the committees and the City Council. The liaison is not to act as the Chair of the committee; but whose role is to coordinate the exchange of information or the planning of joint efforts between the City Council and the committee or commission. The liaison will be a non-voting member of the committee.

    (C)

    Members of the standing committees shall be appointed by the Mayor unless otherwise noted; membership shall be ratified by resolution. At the time of ratification of these rules, the following standing committees shall be considered in place:

    (1)

    Personnel;

    (2)

    Parking;

    (3)

    Budget (appointed by Council; meets quarterly at a minimum);

    (4)

    Public Safety;

    (5)

    Utilities;

    (6)

    Parks and Visitor's Services;

    (7)

    Land and Buildings;

    (8)

    Transient Lodging Tax;

    (9)

    Committee for Citizen Involvement (CCI);

    (10)

    Film.

    (D)

    Commission liaisons will be a non-voting member of the Commission. Commissions requiring Council consent for membership shall be ratified by resolution, unless otherwise noted, the following:

    (1)

    Planning Commission;

    (2)

    Historical and Architectural Review Commission;

    (3)

    Cemetery Commission members (with the exception of the Council Liaison who is appointed by the Mayor) will be appointed by the organization representing that portion of the Cemetery.

    (E)

    The Mayor shall appoint, and the Council ratify by resolution, members and alternates to any appropriate regional organizations such as:

    (1)

    Representative to Rogue Valley Area Committee on Transportation (RVACT);

    (2)

    Metropolitan Planning Organization (MPO);

    (3)

    Emergency Communication of Southern Oregon (ECSO);

    (4)

    Rogue Valley Council of Governments (RVCOG).

    (F)

    All committees and commissions shall keep minutes and/or shall record the proceedings of their meetings. A report shall be presented to the City Council during the committee report section of the Council agenda by the appointed Council Liaison. The committee chair or their designate shall be responsible for turning a written record into the City Recorder within one week of the meeting. The record should contain the following at a minimum:

    (1)

    Date, time, location and name of group meeting;

    (2)

    The name of those present;

    (3)

    Any motions made and whether seconded;

    (4)

    Results of votes (who made the motion and the vote total);

    (5)

    Any issues that need to be forwarded to the City Council;

    (6)

    The date, time and location of the next meeting;

    (7)

    The substance of any discussion on any matter; and

    (8)

    Subject to ORS 192.410 through 192.505 relating to public records, a reference to any document discussed at the meeting.
