§ 2.04.040. Powers and duties.

  • The powers and duties of the City Administrator shall be as follows:

    (A)

    To advise the City Council on all activities, operations and needs of the City government within their assigned jurisdiction and prepare reports for the consideration of the Council regarding those affairs;

    (B)

    To prepare and submit to the City Council and to the City Budget Committee the annual budget estimates and financial reports for their assigned activities;

    (C)

    To recommend to the Council the appointment and removal of those City employees under their jurisdiction, subject to personnel rules and regulations adopted by the City Council, and may hire temporary employees as may be necessary, from time to time, in unforeseeable emergency conditions;

    (D)

    To recommend to the Council, from time to time, the establishment or deletion of positions or change of work assignments for those positions under their jurisdiction;

    (E)

    To supervise the activities of all City departments, except the Municipal Judge;

    (F)

    To care for City-owned property under their assigned jurisdiction;

    (G)

    To act as purchasing agent for the City of Jacksonville and to contract on behalf of the City for materials and services routinely required by the City, provided that such contract shall not exceed the amount set by resolution of the City Council. To assist the City Council and advise the Council with respect to any other contracts for materials and services. The Administrator shall maintain inventories sufficient to permit the City to provide proper service to the users of its water system; have authority to sell or otherwise dispose of materials or supplies with a value consistent with purchase limits as set by resolution and which are obsolete or which are no longer required for the purposes of the City;

    (H)

    To enforce all City ordinances, franchises, contracts, lease agreements and permits granted by the City in their area of responsibility;

    (I)

    To perform such other duties as they shall, from time to time, be directed to perform by the City Council;

    (J)

    To perform all of the duties delegated by the ordinances of the City to the City Engineer, excepting only those works and projects for which a City Engineer has been specifically appointed or retained by the City Council.
