The Mayor, or in their absence, the President of the Council may, or at the request
of three members of the Council shall, by giving notice to all members of the Council
then in the City, call a special meeting of the Council by giving 24 hours' advance
notice to members of the Council, the news media which have requested notice and other
interested persons, and the general public.
