§ 2.36.180. Order and decorum.

  • (A)

    Any of the following shall be sufficient cause for the Sergeant-at-Arms, at the direction of the Chair, to remove a person from the Council chambers or meeting hall for the duration of the meeting:

    (1)

    The use of unreasonably loud or disruptive language; the meaning of this is any noise, conduct and the like that disrupts or obstructs the work or conduct of business of the Council. This description also is applied to subsection (A)(2) of this section;

    (2)

    Making loud or disruptive noises;

    (3)

    Engaging in violent or distractive actions;

    (4)

    The willful injury to furnishings or to the Council chambers or meeting hall.

    (5)

    Refusal to obey any rules of conduct provided within this chapter, including limitation on occupancy or seating capacity;

    (6)

    Refusal to obey an order of the presiding officer, or an order by a Council member which has been approved by a majority of the Council members present.

    (B)

    Before the Sergeant-at-Arms is directed to remove a person from the Council chambers or meeting place for conduct described in subsection (A) of this section, that person shall be given warning by the presiding officer to cease their disruptive conduct.

    (C)

    If a meeting is disrupted by members of the audience, a majority of the Council members present may order that the Council chamber or meeting hall be cleared.
