§ 2.36.230. Chain of command.

  • (A)

    Organizational chart. Each year, prior to March 1, the City Administrator shall present a chain-of-command structure and departmental organization chart to the City Council for review and approval. This chain-of-command structure and organizational chart shall reflect the prioritization of experience, capability, and skill levels commensurate with upcoming City Council goals for the ensuing year. The chart is subject to review of the Personnel Committee prior to presentation to the City Council.

    (B)

    If the position of City Administrator is vacant, the Mayor shall become the responsible party pursuant to the Office of Administrator until such time as one is appointed.

    (C)

    No other elected or appointed official shall issue directives individually to department heads or City employees.

    (D)

    Complaints about an employee's job performance are to be directed to the appropriate Department Head. Complaints about a Department Head's job performance are to be directed to the City Administrator. In the absence of a City Administrator complaints regarding a Department Head will be directed to the Mayor.
